Naiema Isaacs
Executive Manager
Naiema, a 15-year resident of Kenilworth, brings a wealth of experience to her role as Executive Manager at the UKID. After a decade of volunteering at her sons’ junior school, including four years as PTA Chair, she joined the UKID team in 2023. Prior to her career break to raise her family, Naiema held key financial management positions at several international companies. Now, she oversees all administrative and compliance aspects of the UKID.

Jarrod Levendal
Security Manager
Jarrod, a seasoned security professional with over 23 years of experience, is a vital part of the UKID team. His responsibilities include overseeing daily operations, leading security patrols, training security personnel, responding to incidents, and liaising with residents and city officials. His expertise and dedication contribute to maintaining a safe and secure environment for the Kenilworth community.

Chris Bertie
Chairperson
Chris is a chartered accountant (SA) who was a partner in the audit firm Ernst and Young (now EY) from 1984 to 1997. In his term of office with EY he was responsible for both audits of listed companies and handling the affairs of small to medium sized family-owned businesses.
He left the auditing profession in 1997 and joined a Cape Town Hotel Group who operated hotels in the 4- and 5-star markets and operated top end restaurants in the Cape Town area. He held this position until 2004 when the business was sold and has consulted in the hospitality and wine industry for his own account since 2004.
The roles that he has played have range from consulting on the set up of new operations, dealing with specific day-to-day financial and strategic projects to representing shareholders as a director or company chairman.
Chris is currently the Chief Financial Officer and a director of a company listed on the ASQE stock exchange in London. As part of his working responsibilities Chris looks after business interests in South Africa on behalf of non-residents from Malaysia, Germany and France.

Andrew Cartwright

Robert Kaye
Safety and Security
Rob & his family went through several robberies when he was a child. As such he understands the trauma it can cause.
Following the fatal shooting of a resident in close proximity to his own family, he started patrolling approx 17 years ago with BKM. He became chairperson and sat on Kirstenhof and Diep River CPFs and was present during the early discussions of the creation of the Constantia Valley Information Centre (CVIC) Ops room.
Since moving to Kenilworth, he has sat on both Claremont and Wynberg CPFs through their sub-forums, was vice Chair of Harlyn Neighbourhood watch & current serves on the HSR neighbourhood watch.
He is an active member of his church and believes in building better and safer communities where people can walk safely and without fear through their streets with their kids.

Debbie Wall-Smith
Urban Management
Debbie has served on the Protea subcouncil ward 59 Forum for a number of years, raising community awareness of CCT campaigns and liasing with the city in dealing with problems in the immediate and greater areas.
Debbie through her work in property has seen how successful Special Rating Areas (SRA) are in dealing with crime and grime and is therefore a great supporter of the attempt to form an SRA or city improvement district.

Dana Yerushalmy
Social Responsibility
Dana has been active in security in the Upper Kenilworth area, and currently serves as Community Policing Forum sub-forum chairperson for Sector 3 (in which half of UKID falls)

Duncan Houston
After qualifying with a Business Science degree from UCT, Duncan went on to work and consult in the telecommunications and travel sectors both locally and in the UK. After returning from London (driven away by the specaculor weather and outdoor lifestyle opportunities), he founded an online travel company where he serves as a director and head of technology. He has huge experience and passion for software development, and love of the outdoors. He also has an interest in STEM education and is currently invovled in a project aimed at improving South Africa’s dismal mathematics skills.
Duncan has been involved in security in the UKID area for about 10 years, first in the Richmond road area and later in the combined HSR (Harfield, Silverhill, Richmond) neighborhood watch, where he currently serves as chairperson. He also patrols for HarLyn neighbourhood when time permits, and services on the Wynberg Sector 3 CPF.

Toast Seagers
Communication
Toast Seagers is a Kenilworth local who brings his experience in project management and technology to the UKID board.
Deeply invested in his home neighbourhood, Toast focuses on finding practical solutions for community initiatives. He also manages the UKID communication portfolio, helping to keep residents connected and informed about what’s happening in Upper Kenilworth.

Neil Biggs
Neil moved to Kenilworth in 2025 but has been a Capetonian for nearly 50 years having moved from his birth place KZN in 1975. Married for over 50 years with family in SA, UK, NZ and Holland.
High school education at Maritzburg College, university at Natal University Durban and UCT Graduate School of Business he is still involved in the South African oil industry now after close on 50 years. Over 10 years of career lived in various overseas cities – Dallas Texas, Nairobi Kenya, Bangkok Thailand and Shanghai China.
Spent a lot of youth and early adult life on a tennis court which he has now changed to a golf course later in life.
Got his intial exposure to security as Treasurer of Fernwood Watch for several having lived in beautiful Fernwood for more than 16 years.
He is looking forward to contributing to the excellent services provided to members by UKID

Estelle Cloete
Governance
Estelle is a longtime resident of the greater Kenilworth area (30 years) and has lived in the UKID area for the past 18 years.
She brings to the UKID Board 38 years of cross-sector experience spanning corporate, academic, independent consulting, and non-profit environments.
Her expertise includes general management, operations oversight, and project governance.
She believes in contributing to her immediate community and building an inclusive city for all.
