Areas of focus
We’ve started with 5 portfolios we intend focusing on as a CID. These portfolios address concerns are common to most CIDs, and represent the most important needs of our community.
Below are executive summaries of the portfolios and what we intend to focus on. What’s presented here is very much a draft first version, and will be changing rapidly during the CID formation process as we research and gain a better understanding of the broader needs of the community.
These portfolios will be explored in much greater detail in our business plan and accompanying budget.

This is portfolio is our highest priority
Cleaning & Greening
The Upper Kenilworth City Improvement District (UKID), wishes to supplement cleansing, to reduce street litter, dumping and management of public spaces, including weed control and pruning of vegetation. The intention is to provide more litter bins which will be serviced serviced more often, supplement street and public space cleansing services provided by the city, so that our streets are cleaned more regularly.
The street cleaning will incorporate our social responsibility arm and we will work with organisations like UTurn to employ people in an effort to help reintegrate homeless people into society by providing them with a responsible means to earn a living. The UKID management will expand the waste management to liaise with fast food outlets in the area to encourage patrons to dispose of containers responsibly.
Waste management will include recycling repositories which will incorporate social responsibility by providing meaningful employment via UTurn with the intention of reintegrating homeless people into society.
We wish to supplement the public gardens and management of public greenery in our streets, servicing projects already started by residents including the pots along Main Road which need to managed and planted, the greenery next to the railway line and the street garden in Cumnor Rd. We wish to improve these areas with regular feeding, trimming and planting, perhaps over time expanding the use of public space by encouraging vegetable gardens on unused road reserve.
The improved cleansing and increased garden service will make Upper Kenilworth for more appealing and residents will fell safer in a well cared for suburb.
Urban Management & Development
The Steering Committee of the UKID wish to regenerate the environment through focussed urban management by promoting a safe, clean and healthy environment with involvement of the community when dealing with developers and improved service delivery from local government.
We wish to facilitate a co-operative approach between the City, developers and residents (many properties in the area are graded for heritage and many properties have zoning that attracts developers), the UKID steering committee would like to assist residents to understand what is permissible and to facilitate negotiations to arrive at a win win position with developers and the community.
We wish to facilitate upliftment of distressed areas like the two stations Harfield and Kenilworth, promote urban regeneration through sustainable waste management including recycling, create environmental awareness through the many schools and religious organisations in our area.
Working with the city, through platforms like the ward forum and institutions in our area to create safe and clean public parks with outdoor exercise equipment, play areas for children, places for the community to interact and gather.
Improved urban management will combat urban decay and help to maintain property values.
Social Responsibility
Integral to the UKCID community improvement portfolios are the social responsibility concerns of upliftment and cultural enrichment. On one level these concerns will be addressed as a by-product of successful implementation of the broader CID vision. The realisation of a safer and cleaner community means the likes of school children will be in a better position to receive an education and humanitarian causes better equipped to assist the socially-challenged. Furthermore, less crime and improved sanitation provides a more healthy environment for freedom of religious expression and participation in the arts.
On another level, the UKCID intends to proactively support certain non-profit endeavours which help promote education, job-creation, recovery from substance-abuse and the arts. This intention is reflected in our budget. In short, our social responsibility arm is aimed at ensuring the softer side of a healthy community that is as diverse in social awareness and culture as it is demographically.
